Yes. A review can start with the documents already available: a specification, drawings, cause-and-effect matrix, commissioning records, test script or defect schedule. Site attendance is added only where it improves the decision.
Yes. Installation and independent assurance are separately scoped. Where a client, contract, insurer or approval body requires genuine third-party independence, we will not present review of our own installation as independent verification.
